Also, while I’ve liked the idea of making a Magda, Brazen Outlaw dwarf/dragon/artifact tribal commander deck for a while now, Mimic, Treasure Chest and Plundering Barbarian have fully sold me on the idea.

It's a fun and effective combo as is, but it's going to get some fun support in this Set.
"Outside the Game" means different things in different formats. In competitive play (Limited = Sealed or Draft; Constructed = Standard, Modern, Pauper, Legacy, or Vintage) it means a card in your sideboard (15 cards extra you can put in after the first game in the constructed formats, and all of the cards you opened not in your deck in limited). In Commander it doesn't get anything unless your fellow players all agreed to alter the rules (some groups will let you have a sideboard if you bring it up in advance).

Wish is a much cheaper(to cast) Ring of Ma'Ruf. Can't wait to grab that Ace of Spades again.
