Psychiatric treatment in jail is what I'd give him. And, unless he's found to be truly insane, a nasty fine too.

As for the onlookers, it's a shame but they seem to have broken no law. I think a law stating that omitting to attempt to stop such cruel actions is a crime, even if the target is an animal, would be appropriate.

Cats (and the insane) do not have the ability to understand that they cause pain playing with mice, and even if they did, they are unable to understand that it is wrong. That's why they are "innocent".

No, cats only appear to be playing with their prey. What you are usually observing is a cat that is unsure about its hunting skills trying to avoid getting hurt. Cats that are experienced hunters (like wild cats) kill their prey quickly, usually with a single bite. An inexperienced cat (like most domesticated cats) is usually not skilled enough at the "pounce-bite" attack (which can be dangeours to the cat if executed improperly and the prey is able to bite back), and thus tries to make sure the prey isn't going to bite back by attacking paws first.
 

Its a shame this happens sure.

But I see a lot of "overkill" reactions here. If you really think this strong about that why do you still tolorate war and torture? That hits the news every day.

Sorry but sadistic people you always will have, and people with not enough mind to work against them. Some even get elected.....

There is such a law in the Netherlands, and I think Italy might have such a law as well: Most people just don't know about it.

For instance if you see someone drowning and you don't act (call 112, try and rescue him whatever), you are partly responsible for the death of that person.

This law is applicable to all people above age 17. It really would amaze me if Italy didn't have such a law - look it up under liabilities, not under criminal offences, if you feel inclined to do so.

A few American states have a similar law- the Good Neighbor law.

I personally think it is hogwash, but that is getting into political discussions.

Of course we do (it is a well-known law too, since it comes up rather often in car accident cases), but I don't know if it applies to animal cruelty.

I'm with Numion and Furn. Countless animals are put to sleep in animal shelters every day.

A little girl, Samantha Runnion, was kidnapped yesterday outside her house, and a body was found this morning 75 miles away--the full story is here.

Where is the outrage over that? Does the picture of that little girl make you cry? Think about it. It should.
