Multiclassing into Psion

When you MC into Psion, your PC gains one of the class' 1st lvl Augmentable At-Will powers as a non-Augmentable Encounter power. Your PC does not gain any PP.

My question is this: is the power gained this way non-Augmentable solely because of the lack of PP or is does it remain non-Augmentable even if the PC has PP from some source (another Psionic class, a feat, etc.)?

It remains non-augmentable even if you have access to PP, in much the same way that the human bonus at-will power remains non-augmentable, and for pretty much the same reason: the feat (like the racial ability) is simply supposed to grant the character access to an at-will power. Allowing him to augment it would effectively give him an additional encounter power option.

Well, let me see if I'm getting you:

Those multiclass feats that give powers typically do so by making an At-Will into an Encounter level power.

Augmentable At-Wills replace normal At-Wills AND Encounter powers, and match the latter in power when augmented.

Letting the MC: Psion power be Augmentable would grant access to a full-power Encounter power as opposed to most other MC feats.

Thus, the power added cannot be Augmentable.



Seems reasonable.
 

Pretty much, although I use the term "encounter power option" because the total number of PP available to the character remains the same, and the number of times he can increase the strength of an at-will power to encounter power levels remains the same.

It is non-augmentable because the feat says it is non-augmentable. No amount of PP will change that fact.

I'm planning a new campaign with me as the DM, where only NPCs (the main enemies) have psionic classes, and to be honest, I think I'll have a hard time making them strong enough to challenge the PCs.

What I'll end up doing is hand-waving my own psionic rules such as more PPs for these types of multiclass feats so I can do more stuff with them.

What's earliest level a psionic or other class can dominate? Our campaign will be starting right at paragon.

If your the DM, then lvl 1. NPC's don't follow the same rules as players. They're treated the same as monsters. A stat block and whatever powers you want to give them.

Bards get a daily dominate (until ENT) at level 5. I think Psions get a dominate (SE) at level 15.

Monster Manual 2 has a 7th level Half-Elf with the bardic dominate, and some 12th level demons that have dominate (SE). The Monster Manual has an 8th level ghost and an 11th level vampire with dominate (SE).
 

Monsters don't have Psionic Points. That's a PC thing. Don't try to make monsters like you make PCs. It's too much work and you never come out with a decent finished product.

Lots of effort for little gain=waste of everyone's time. Just give the NPCs level appropriate psychic and force damage and the psionic keyword and the PCs won't care about how they multiclassed or took feats to do it.
