If there is a cluster of (just for an example) 3 umber hulks, does a creature fighting them have to make 3 separate saves vs. their confusion gaze attacks each round?

I'll add another example: if PCs face a cluster of 8 bodaks (as in a certain adventure by Monte Cook), they've all got to make 8 Fort saves versus death every round (or more).
