Or both. Or neither. it's a bad construction because it's a counterintuitive to normal english usage.

Traditionally in English when you do x/y it means there is an inverse relationship between the two items on either side of the slash. Here the items are completely unconnected.

It -does- give people the impression that you can have a tradeoff between offensive and defensive power. In fact the system is about holding your offensive and defensive power caps at precisely equal levels to each other.

The system itself is fine; the name just is a bit weird.
