Both, I believe. Free as in "doesn't take up your spell slots" and "doesn't take up your actions."

Meaning option C is "both A and B"

I wanted option "E"
- "Uses a full action and normal spell slot to heal during combat and has Free resources for aiding party recovery after combat"

To me the issue is not the in combat heals, its having to burn up your spells AFTER combat that sux. If a person wants to play a combat healer, play a combat healer, but if they dont, asking them to give up other useful (and FUN) spells during rest breaks just plain sucks.
