I'd like to chime in with a request for clarification on this issue. The Infernal Warlock in my group would dearly love to have his Dark Blessing boon stack, though he isn't asking for it.
Except that 4e assumes you will be hit over and over by your foes {note how hard it is to get AC above what level appropriate foes can reliably hit]. As a striker, the warlock tries to minimize how many foes can him, but even kobold minions will land a few of those javelins. My calculations regarding the Hexhammer Gish don't require temp HP stacking -- the real juice is when you enter Iron Vanguard and get both healing AND temporary HP when you drop a foe.

However, I can't find the post on the WotC forums, so maybe it was a hallucination, or maybe they're still having technical issues. :\
