Natural Attack - Single or Set

Hi, you natural attackers out there!

If a druid wildshapes and gets a form that has 2 sets of natural attacks (2 claws + 1 bite) and casts (natural spell feat online) Magic Fang on himself, could he choose his two claw attacks as "one natural weapon" or does only count one of his two claw attacks as "one natural weapon"?

"When a creature has more than one natural weapon, one of them (or sometimes a pair or set of them) is the primary weapon. All the creature’s remaining natural weapons are secondary."

'A pair or set' is distinct from 'one'.

So only one of the two claws is affected.
