Talk to Clayton over at Morningstarmaps.com. He's a great artist and I believe he posts some guidelines as far as rates go.

Bigger is better, scale is sort of western North America (Rockies to the west coast) kind of size. The game is PBeM, so it either needs to be electronic or scanned. I'm seriously tempted to go with Morningstar (and my wife didn't rule it out!), so about $150 is likely my budget.
