Need a Colossal Intelligent Creature

Okay, here's the skinny...

I am looking for one heck of a colossal creature. Here's what I need.

It must be colossal size. Easy enough.
It must be intelligent... Not super intelligent, just smart smart enough to know what it's getting a fair deal and when it's getting screwed.
It must have a breath weapon. I was thinking sonic attack.
It must be an overland creature. Not sea or subterranean or mountainous.
I was thinking it would be a quadraped though that is up for debate.
It should be kind of menacing.

I know this seems like a lot to ask. And I would not usually ask anyone to help me with this.... But my usual helpers shall have this beast released upon them in a D&D game. Poor saps.

I'm really interested to see what you all come up with...

Mr Toilet...eh... Telim Tor: why not just use a dragon? I suggest emerald if you want neutral, red or blue if you want evil, or gold/silver if you want good. of these I think the emerald is the only one with a sonic breathweapon.

And if you don't allready own MM2, buy it, I know I am going to... On the other hand, if you don't want the MM2, hang around for a few weeks, and I'll post a new dragon.

A colossal intelegent creature would have to be a single, and quadraped as then it can't use items, I'm thinking that it could hold CITIES hostage.
 

Ferret: Both Dragons and giants (and some elementals and outsiders) can hold and use items, most dragons that have reached at least the young adult age category, have quite extensive hoards, that more often than not include magic items such as wands, rings, and various wonderous items such as bracers and necklaces. And if the dragon is even marginelly intelligent it knows the power of such objects, and as a DM I would let it use the aforementioned object, a dragon might not be able to wear armor or wield weapons, but it better know how to use Bracers of Armor +3 or it won't live long enough to reproduce... Think about it... No flaming, just an opinion. I hope I didn't offend anyone :D
 

Thats why they are 20+ sometimes in the CR, my point was, with all those points, it will be tough, I had the idea of it holding cities ransom, Dragons are smart enough to know that the only cities they could ransome would be to small to bother about/to large to control plus if they did they leave there hoard/e, giants won't get much from it. The tarrasque if taught to read and contained enough not to eat the desk+chair, would find it score lower then them in an IQ test(Get rather angry eat the city, and fall asleep).

Ferret: I was thinking about using a dragon and the idea of it holding a whole city hostage is what I am going for! I like all the ideas so far.

The creature will be Rongoon. (That's it's name) It will be revered as a god.

First question whats your world like it could be a Colossal Giant, or a Colassal Fey or Even A Colossal Monsterous Humanoid

Great Shout (Su): Thrice per day the Rongoon is able to produce a shout that can shake the foundations of city walls, deafen men, and topple towers. Those within 60 feet (other than other Rongoon) take 1d6 points of sonic damage and must succeed at a fortitude save (DC 23) or be stunned by the blast of sound. All buildings, trees, and natural terrain (such as stone pillars) take 2d6 damage from the sonic vibration of the blast.
