need a more powerful elven race

I'd just say these 'tolkienesque' elves are regular elves with the half-celestial template, except change the stat-changes as following:

Str +2, Dex +4, Con +2, Int +4, Wis +4, Cha +4.

...all for an +4 LA.

My DM came up with a good solution. Because elves are long lived, the average level of an elf in an elf community is 10. So, lots of Commoner 10 elves around.
 

How about using Sepulchrave's Sidhe as a starting point? You'd probably want to drop the shadow template and perhaps replace the half-fiend template with half-celestial, as others have suggested using. Also, if it were me (and I'm not a DM), I'd probably modify them to be more druid-like than bard-like. (Hmm...what's the "green" equivalent of half-celestial?)

Especially at first level, casting 2nd level spells is great while the benefits aren't too unbalancing later.

...or just have them all start out as 3rd level Elf Paragons.

I have trouble with the notion of an "Elven Farmer". I can go with Experts, Warriors, and Adepts though.

Strangely, the only D&D races I would consider giving Commoner levels to are... humans & halflings.
