If this is the player's home base, why is the DM designing it?

Umm... because I'm designing the game? When I get players, I will tell them that they can create any characters they want (no alignment rules), with the following conditions:

They are members of this ship's crew.
The crew is like family, and rarely changes up much when it hits a port.
They have travelled separately from this ship before they signed up as crew.
The ship is the only place they've ever come to that felt like home.

I'm 100% above-board about the ship being the home base for the game. Players who don't like it don't have to play - my players trust me to make these design decisions for the good of the game.

As was mentioned by Frukathka, Ships of the Elves is a quality book containing floorplans of useful vessels. Not every ship in the book is what I would describe as expressly "elvish" in appearance or function, either. I own and have used the book extensively for my homebrew, which is human-centric. I recommend Ships of the Elves, great book.
