Need spell to prevent teleport

I am in need of a spell (primarily one that can be done permanent), that prevents teleportation. I'm sending my players to a wizard's castle, and since the wizard in the party always rely on teleportation to get the group out of trouble, I'm feeling a little nasty. I'm looking for a spell effect that can be placed over the entire tower, except from a designated spot where the wizard who owns the tower can teleport from.

Any ideas?

Dimensional Anchor, Dimensional Lock (shape spell, to accomplish the "safe" zone, maybe?), Anticipate Teleportation (though doesn't actually block, but quite handy). No doubt there are others. Never seen any of these on the Permanency list, but I'm pretty casual as a DM with permanency. Magic item, sure.
 

Anticipate Teleport is really what that wizard wants. Or the Greater version.

Dimensional Lock (Zone of Respite, etc..) means he can't teleport...which is NOT a recommended situation for a wizard. He wants to be able to teleport where ever he'd like.
 

Have a few rooms with an Unhallow on them, with a linked Dimensional Anchor. Have it set to affect all creatures of a different alignment to the wizard. If he's evil and they're not, it'll affect all of the party with no save, but he'll be able to use teleportation magic just fine.
 

Anticipate Teleport only warns my NPC wizard that someone is coming.. I want him to be able to prevent someone from leaving his tower. How does a dimensional lock work, anyway? If this wizard casts this spell on his front door, can nobody teleport from inside the tower then? What if someone casts it on the city gates?
 


Yeah, I know, with an extremely small radius. Unless it's a small room, or something else hinders the caster, it's no trouble for him to simply walk 25 feet and teleport away.

As I see it, I have two options now.

1: Try to capture the PC wizard in a room where a Dimensional Lock can have been cast.

2: Develop a new spell that works the opposite of Anticipate Teleportation, a spell that allows the caster to know in advance that someone within the area is teleporting away. The teleportation will (as in Anticipate Teleportation), delay the teleportation with one round, allowing the NPC caster to cast Dimensional Anchor to foil the teleportation attempt.

Actually, I think shilsen's unhallow/dimensional anchor combo sounds best. You may need several castings, but it'll get the job done.
 

Better: Make the inside of the tower another plane of existance. You can't teleport across planar boundaries......

I agree; that's a pretty cool idea. Although you'd need a cleric to actually do it, and 5000g cash, that'll give you the largest radius (40') and last the longest (a year). It also has the bonus of only working for certain creatures, as mentioned. As long as you had enough time/cash to cover the entire tower, that seems like it would work well.
