Do we have an exact quote? Was it actually "first time since 2nd edition" or "In the Monster Manual for the first time since 2nd edition?"

With the amount of out-of-context quotes that fly around, something makes me suspect the latter is the case rather than the former.

It is possible though that he meant, first time since 2e, that it has appeared in the Monster Manual. It would fit in context. Not necessarily, but, it is possible.
