Its sort of what has been in speculation since it appeared in dragon, but this is a more concrete version. So, if you aren't tired of it yet (if you are, please dont clog up this post with saying so), what do you think?
Personally I think:
Its good it finally balances slow by affecting more than 1 target.
It leaves room for a "Greater Haste" and "Greater Slow".
A +1 attack bonus, +1 dodge bonus, +1 reflex bonus is nice but too low. I would raise the reflex to +2.
Since the movement bonus is considered an "enhancement" bonus it will probably not stack with Expeditious Retreat and Boots of Springing and Striding. About time
