The idea of this item came to me today while in a work meeting. Ever since Kill Bill I thought the idea of a meteor hammer was cool. This is one attempt I had with it. Since a meteor hammer is somewhere between a flail and a whip, I thought it would be appropriate to allow proficiency with either weapon to work (I know it might need its own exotic weapon proficiency technically, but I don't wanna give my players a weapon they can't use). Let me know what you think.
Meteor Hammer of Storms
Weapon (Flail / Whip), Very Rare (Requires Attunement)
This item can be treated as a whip or flail for the purpose of weapon proficiency. It deals 1d6 bludgeoning damage, and has the finesse and reach properties. As a bonus action, an attuned wielder can command the weapon to combust with electrical energy. While the meteor hammer is activated, it deals an extra 2d6 lightning damage to any target it hits. The electricity lasts until you use a bonus action to speak the command word again or until you drop or put away the weapon.
Alternatively, as an action you can make a melee weapon attack against one target within 60 feet. On a hit the target takes only the bludgeoning damage, but the meteor hammer explodes with lightning. All creatures within 5 feet of the target (including the initial target) must make a Dexterity Saving Throw (DC = 8 + Strength or Dexterity Modifier + Proficiency Bonus). Those that fail take 2d6 lightning damage.
