new PrC Psychic Artisan (please comment)

A player in my group is currently running a psion. He has designed a new PrC and wants my comments. Personally I think it is a tad powerful and needs some balancing. I thought I'd post it here and get comments.

The Psychic Artisan.
They specialize in making items. They get
psi-item feats at every other odd level, psi combat
modes every other even level. But at 2nd level, they
get Universal Metacreativity (75% less cost, time, xp
of making ALL item creation feats) and 4th they get
Greater Universal Metacreativity (50% off time, cost,
xp). At 6th (or 8th, I forget) level, they get Upgrade
Item (take an existing +1 item, and make it a +3, and
you pay 50% (Gr. Metacreativity) of the cost
difference. At 10th, you can make any item you have
the manifester level for, woundrous, psionic, ring,
excluding scrolls(that is the psionic equivalent).

Any suggestions or critiques are most welcome.

I assume he is no longer gaining any psionic power what so ever?

Get rid of the psionic combat stuff. Have the psionic creation feats at levels 2,4, and 10. If he wants more he can spend his character feats on them.

Actually, scratch the whole PrCl. I'm not trying to be rude, but any class that can be done through feat selection should be done through feat selection.
