I usually give out spell scrolls of higher level spells for the party casters to use as a last resort. But when none of my players were doing anything like that, I had to ask why, and it turned out that the check to cast them was rarely better than a coin flip! I had to house rule that in my game, and I don't see how it would be a problem to make scrolls easier to use in 2024.
