difference is that this is useful after the horse has been mounted, while the other is for before.
good point bout the VM... cast twice.. should increase the DC

here's the one I've got
(exact copy from some Dragon Mag.) :
Vengeful Mount (Enchantment)
Level: Sor/wiz 0, Rgr 1, Drd 0
Components: V,S,M
Casting time: 1 standard action
Range: Close (25ft + 5ft/2 levels)
Target: One Animal
Duration: Instant
Saving throw: Will negates
Spell Resistance: Yes
This spell causes a creature of the animal type to stray away from riders or
those attempting to use the Handle Animal skill on it.
The target animal can attempt a Will Save to negate this effect.
If the animal fails the save, any creature riding the animal must immediately
make a ride check to remain mounted, usually requiring DC 10 Ride Check.
Material components: A riding Crop or willow switch
It clearly can be used both before and after... whenever you want actually.
Perhaps you have some other version from the internet... (?)...
By the way, i now noticed that the DC is 10!
Sounds a bit too easy... but then again it's only a cantrip... so it's probably better at 10.
....then again it's a little poor for a 1st Lvl ranger spell....(uffff...don't know)
Now, assuming that the Save Fails (both times)
with VM a rider with a Ride Skill of 5 has an 80% chance (from 5 to 20 on a d20) to make it.
With a second VM in a row: 80% X 80% = 64% chance of making both rolls.
With your spell, the same rider has a 55% (from 10 to 20 on a d20) chance to make it.
And with a second attempt in a row: 55% X 55% = 30% of making it..
With the second roll having a DC20 (30%: the rider requires a 15 to 20 on a d20)
After two rolls: 55% x 30% = 16% chance of making both rolls.... Now that's perhaps too low for a cantrip...
Personally: I'd keep it at 10, and would certainly allow a second one in a row... perhaps with a DC 15...or a 10 still...
