New Weapons of Legacy Feats

Legacy Bond
Prerequisites: Least Legacy
By bonding your fate with that of your Legacy Item you are able to ignore some of the penalties imposed on less dedicated wielders. Choose one of the following benefits:
1. You ignore the Attack Penalty from your Legacy Weapon, but only while you wield it. The penalty still applies when you use any other weapon.
2. You ignore the Save Penalty from your Legacy Weapon, but only while you wield it. The penalty still applies when you use any other weapon.
3. You ignore the Hit Point Loss from your Legacy Weapon, but only as long as you wield no other weapon. You immediately take damage equal to your normal Hit Point Loss if you wield another weapon.

Special: You may take this feat multiple times. Each time you must choose a different benefit.

Greater Legacy Bond
Prerequisites: Least Legacy, Lesser Legacy, Legacy Bond
You and your Legacy Item function as one. You may use any of your Least Legacy Weapon abilities as if you were holding your Weapon of Legacy as long as it is on the same plane as you. If you are slain while your Weapon of Legacy is in your possession and no one completes the Least Legacy Ritual or destroys the Weapon of Legacy or your body you are automatically Raised 24 hours later. If the Weapon of Legacy is destroyed while you yet live you must make an immediate Fortitude Save (DC 30) or die.

They have to spend one of their normal feats to take these? As opposed to ritual Legacy feats which you get without having to spend a feat slot.

If so I don't really have a huge problem with the first ones.

Certainly I'd be surprised if offsetting the HP is any better than spending the same Feat on Improved Toughness.

The other ones really depend on the weapon itself, as to their value. What are the penalties from his particular Legacy weapon?

Greater Legacy Bond however needs some work, certainly at those feat requirements. You only have to take one prerequisite feat "Legacy Bond" to get it and you could therefore have the feat at 11th level. If you hide the Legacy weapon away you become nearly immortal. Raise Dead has a cost of 5,000gp. Die once and you've covered the cost of you Least Legacy ritual, die again and you've probably covered the cost the Lesser one.

The Legacy Weapon he's using is Black Razor from the revised White Plume Mountain. You're absolutely right that improved toughness would be a better feat to off set the HP loss. I think he's more worried about the attack penalty. The save penalty is to his Fortitude saves so it's not too bad for him. The attack penalty ends up only being -3 at 18th level. Spending a feat to remove that seems ok to me.
I'm inclined to make him rewrite the Greater Legacy Bond feat. I don't see him hiding his weapon away, he knows I'd send villians after it when he wasn't around, but the material cost of Raise Dead is too expensive to bypass with a feat.
