The 3rd edition book is far from complete - it doesn't cover much more than SCAG despite being about twice as thick.

But WotC don't want to "update of the recent history of the setting" any more than they have too - they don't want to confirm or deny 4e. It's not a living setting, canon is whatever the DM says it is. It a resource, not a straightjacket.
An FR books doesn't need to be "complete" to be useful and sell. They can just describe the major regions and key players as if the reader is totally new to FR, and make a good setting book.

Sure. But whatever regions they do, it aint going to be the ones they have already done. They could do the Underdark for example. Which wouldn't make it a "classic" setting - I'm pretty sure there would be a lot of very angry customers if The Forgotten Realms turned out to be one of the three classic settings they have been talking about.

How you interpret it is irrelevant when discussing what WotC mean. WotC don't use the word "legacy", they use the word "classic".

The fork-lift truck required to shift it: FR is too big to fit into a single volume. SCAG is the "full blown FR book". One of the reasons for confining it to the north west (it covers a lot more than just the Sword Coast) was the need to keep the page count down.

Also, as a core rules setting it lacks crunch. WotC knows it's crunch as sells books.

All the setting information needed to run an adventure is in the adventure. That is how WotC are detailing the setting - through the adventure books.

It's not impossible that another FR book that isn't an adventure is published by WotC, but it would be something specialised like Acquisitions Inc. And hence not a "classic" setting. Unless it was "Oriental Adventures", and we know how likely that is...
You're right: how I interpret is not necessarily what their intention is, but the same is true for how you interpret it, and I see no reason why "classic" couldn't mean FR.

Anyhow, we'll just have to agree to disagree on a FR setting book. I think it would sell, and they've proven they can do a great job in a single volume (FRCS). Whether or not they will publish one, who knows.

p.s. Not sure where you're getting "it's crunch as sells books." That's a factor, but story and worlds also sell books.

I've seen no indications that Welch was involved with this book, so not sure if this is different from the project she was involved with or not yet.
