It's not a matter of somatic components. You need to make a Concentration check when entangled, even if the spell has no somatic component. 3.5 went a long way to make non-spellcasters and spellcasters more balanced.
But the XPH had to kick these philosophies with both feet. It's still on 3.0 level in some areas.
