IIRC, in Magic of Faerûn there is an option to make MIs nonmagical.

Honestly? It might be prudent to create your own campaign-specific spell for this kind of thing.

Hard to place a fair price on something that can screw players and / or mechants out of 10s of thousands of goldpieces.

As far as making it permanent (that is, non-dispellable), you could use Nystul's Magic aura, permanented with the Permanency spell. As far as making it a function of the item itself, well, that's opening up a can of beans that, as frankthedm said, has a lot of implications.
