I don't think we need action points or healing surges to power up +1 weapons. Weapons will have all sorts of spiffy stuff without the need to spend APs or surges.
The big change between 3e and 4e will be the use of per-encounter powers, milestone powers, and the like. Whereas a a flaming bow did +1d6 damage on a hit in 3e, the 4e bow only does that damage on a crit--and it might do other cool stuff once in a while too.
Since this is actually a de-powering of the item, it means that it's suitable for a 2nd level character (whereas a flaming bow in 3e counted as a +2 weapon --worth upwards of 8000 gp). And, because it has extra powers beyond just the bonus damage, it's more fun to play with.
