How many attacks each round does a monster have with different attack types?

E.g a Young Black Dragon has Bite, Claw, Tail Slash, Breath Weapon.

Can he use Bite+Claw (because each is melee type) or only one of each powers in one round?

Only "one". Some of those attacks count as basic attacks, so they are the default attacks for Opportunity Attacks. Some "single" attacks are powers that let the monster attack twice or more with one basic attack.

So the young black dragon, with its standard action, could attack once with its bite, or once with its claws, or twice with its claws with its "Double Attack" power.

If its breath weapon was a minor action, it could attack with it, too, but it isn't.

The black dragon also gets to make some extra attacks when its opponents meet certain conditions.

Only one power each round. Note, however, that solo monsters like dragons tend to have reactions they can use to do more than this, and single powers that do "multiple things".

The YBD for example, has a standard power that can give him two claw attacks any time he wants. He has a tail slash is usable as an immediate reaction any time he is missed. He gets to use his breath weapon for free the moment he gets bloodied.

And monsters also have action points, of course, which can be used to unload a big combo quickly. It's also notable that monsters are not limited to one action point per encounter, like players are. So they can use them to get extra actions potentially many times.

All creatures in D&D 4 get 1 standard action per round. Since Claw, Bite and Breath Weapon are standard actions the Young Black can only use one of them per round. However, he has a power called double attack, which lets him make two claw attacks as a standard action.
The Tail slash is an immediate reaction, triggered when the dragon is missed by a melee attack.

In the monster stat block it says what kind of action it is.
Doubleclaw (two claw attacks) standard action
Taleslap (immidiate interrupt)
Bite standard action
etc...

A monster has: 1 standard, 1 move, 1 minor and max 1 immediate action each round.

Some monsters have action points which grant them a standard action.
