Ambidex is a 3.0 feat that was removed in 3.5 or rolled into TWF. There may be a 3rd party/WotC suppliment that reintroduces it but I doubt it.

It stated that you no longer had an off hand, thus meaning full STR mod to both weapons I guess.

Not that I'm aware of. There was an Ambidexterity feat in 3E that removed the -4 penalty for attacks or skill use with your off-hand, but that feat does not exist in 3.5; to an extent, it has been subsumed by the TWF feat in 3.5.

Even in 3E, it did not permit full Str bonus with your off-hand.

I have that as a house ruled version of Ambidexterity for 3.5, but without the +1 to attack.

I've yet to have anyone take it, so I don't know how balanced/unbalanced it is yet. :\
