Neither the Wholeness of Body nor Full Defense is an attack.
Attacking target #2 is an attack.
The attack missed target #1.
No, it didn't.
The attack did not target target #1, so it is neither a hit nor a miss on target 1.
Unless you want all sorts of "When missed by an attack, [blah] ..." effects to start firing off whenever you just ignore a target?
"Choose an opponent as a Free Action. Each time you hit this opponent consecutively, you gain a cumulative +1 Insight bonus on attacks against that opponent (max +5). If you miss this opponent, the bonus is lost. If you hit this opponent again, the count restarts at +1. This feat only applies on one opponent at a time."
The bolded parts are enough to prevent what the OP is asking for; we do not need to make up additional rules to prevent it.
