OGL settlement rules?

Well, When looking at the Advanced players guide (S&S) I thrilled to the settlement rules, thinking, Gee, I can use these for my own western themed game.
Then, the horror. They weren't OGC (Granted, they were just about the ONLY thing that wasn't OGC).

So, does anyone have any idea of any other D20, OGC settlement rules out there? They don't have to worry about supertech-- pretty much the scale should be from neolithic to Iron age with the addition of steam technology and possibly early electrical tech, say circa 1870.

Charles, can you define "Settlement rules"? I don't have the book, and I'm not sure what you're looking for.

Rules for creating a settlement. Basically they have very complete rules to make towns, villages, cities, etc.

Sounds like Expeditious Retreat Press' award winning "A Magical Medieval Society: Western Europe" might be what you're looking for. You can get the "City Guide" (esentially just chapters 3 and 4) for free, and AFAIK the whole thing is OGL. ERP also has a bunch of worksheets and other files on their website for use with MMS:WE.
