The problem stems from the fact that ECL is not in fact linear.
Half-Celestial is broken as ECL +2. It has been erratted to a more reasonable ECL +5, IIRC.
However, while a 15th level half celestial is probably as powerful and well more to the point _useful_ as a 20th level character, the 1st level half celestial is no where near as generally _useful_ as a 6th level character.
Advantages to attributes are a case in point. +4 CON works out to +2 h.p. per level. When the number of levels is small, the extra HD are always better than the CON. But at high levels, +2 h.p. per level will eventually catchup to the HD difference. Similar things apply to bonuses to INT and skill points.
Things only get worse with things like a Half-Celetial/Fiend's progressive bonus spells of higher and higher level.
So long as they attempt to define ECL linearly that problem will still remain. A better solution IMO is to combine a low ECL with a XP penalty. For instance Half Celestial might work better as ECL +2 with a 20% XP penalty (not thinking through that just throwing some numbers out to show you what I mean).
