If you are going more 'Conan like', I might suggest dropping Elves as a PC race outright, gnomes and halflings simply because they are too puny to make any difference in S&S (and gnomes are too inhereantly magical, IMO). Oddly enough, I'd say Half-elves given this new information. They could be sporadic "mutants" brone by man, which can harness magic as the fey of mythology (which the blood of which runs in their veins). Their might only be a few such of these people borne each year, and they are very flighty and whimsical, and are natural tricksters.
I dunno, for a S&S psuedo-celtic setting, a half-elf would be dripped with plot-hooks, and yet could still follow his more human path and lay down with a big sword. I like that idea, infact
