Belkar is confirmed chaotic. He even said so to the nice lawyer trying to serve him a restraining order.

MUAHAHAHAAHAHAH!

Belkars combat efficiency: Favored enemy hobgoblins +4, rage, good halfling strength and "Belkar Rulz Roy Suxx" DM bonus... and he's quite ok!
 

Note that, as they tumble over the parapet, the poisoned arrow goes flying off. I wonder who it'll hit? ('Cause you know that wasn't a throwaway...)

On effectiveness: Didn't they specifically say that these are only Level 1 Hobgoblins? Belkar is, what, level 14? I don't see a problem here.

Edit: And he probably has Favored Enemy: Goblinoids.

Edit 2: Aw, beat to it. >_>

Edit 3: Timmundo, he probably has at least two favored enemies...

Actually, by the RAW, he'd be lagging the rest of the OotS (assuming 13th or so is the baseline, as established by V's spells a few weeks ago).

Belkar is apparently a Ranger X / Barbarian 1 (and has been since shortly after the end of the Dungeon of Dorukan), neither of which are a favored class for halflings. He's got an XP penalty going there.

he made up for some of that with backstory roleplay in one of the strips.
when everyone else levelled and he didn't

also he had a solo adventure. when he escaped the pit cell.

Which ever the case, I think its probably a very happy and contented slaad.
