Gear: Nothing flashy, other than the Ring of Jumping, but those daggers are probably at least +1.

You missed the feat: Craft Disturbing Mental Image.

Or it miraculously flies through the prison's barred windows and hits Miko...

Or maybe one of the Linear Guild? Sabine perhaps? Especially since she's likely immune to poison and it's not made of a special material, it can hit her, not hurt her and then someone can make a joke of it.

I don't know. He spent like 120 strips fighting goblins, so they probably goblinoids are Favored enemy #1. Spots #2 and 3 are surely Human and Elf, with #4 being Magical Beasts.

Since he's a ranger he dosn't really need dex / finnese. Better for him just to pump Str. I'd think he'll have 10-14 dex and put the rest into Str.

Which is why it's such a great plot arc! You don't see it coming!

Or...the arrow'll accidentally hit and kill Hinjo, slaying him instantly and making Miko ruler of the Sapphire Guard and Azure City. Somehow in all that, Belkar will be blamed and confined to prison. Again. :p

Probably not. The archer was aiming to the right (and, presumably, that was the direction Hinjo was in), but when Belkar grabbed him, the arrow flew off to the left.

You are assuming that the character has a build that is remotely optimally min/maxed. There is no evidence that the OotS characters are built by min/maxers. Since he's a melee build ranger, there is no particularly great reason for him to be a Halfling. Worse yet, he's a ranger with a wisdom that is so low he doesn't qualify for any of his spells, and has infamously horrible spot and listen checks. In other words, he's a got a dump stat in one of the most important attributes for a ranger.

In fact, I think the biggest problem with the above stats is that they give Belkar as much as a 10 Wis. Belkar presumably has a wisdom penalty. One of the jokes of the script is that if Belkar had more than a minimum wisdom, it would totally change his moral outlook on life. I suspect that Belkar's wisdom is closer to 6.

Also, Belkar to me acts as if he had the 3.0 version of power attack based on the damage he can do per hit, and I think I'd choose that over combat reflexes because when he first met the linear guild there was a joke about 'leaving a threatened' area that implied to me that the kobold had combat reflexes but that Belkar didn't.

I always figured he has Humanoid(Reptilian) as a favoured enemy. I took the first panel of #44 as a riff on the tendency of players short on imagination to interpret favoured enemy as rooted in an irrational prejudice.
