I think it says more about V's purchasing habits. Honestly, what high level wizard doesn't have a few dozen wands for emergencies? Or even a staff? Seriously, one decent wand/staff with fireball, a fly spell, a wall of force, and another dose of invisibility/protection from arrows would turn this whole crisis around.

'Cause it is? Lit 101: fictional characters are not persons (even when they are based on real persons), they are literary devices used by the author to convey something, a message or an emotion.

You are behind the times. Our betters in the ivory tower have decreed that all meaning is subjective and it doesn't matter at all what the authors were doing. Roy, lawful good, is presented in a very sympathetic manner and is shown to be very intelligent, often as a contrast to the stupidity of other party members. If any OotS character is a mouthpiece for the author, it's Roy.

I don't think paladins are ever portrayed as stupid. Miko, the worst example of paladinhood in the strip, comes across as deeply mistaken, but not dumb. Every other paladin has been shown to be pretty sensible, in fact at one point a paladin says that Miko is often sent away on long missions because the rest of her order find her unbearable.
