Unfortunately for O-Chul, lich paralysis is permanent until dispelled.
Yeah, Durkon is the best shot to heal him, or if one of the Ghost-martyrs could heal him (Remove Paralysis is 2nd level for Clerics and Paladins, so any ghost-martyr with 8 levels of Paladin or 3 levels of Cleric could do it).

An incorporeal creature has no physical body. It can be harmed only by other incorporeal creatures, magic weapons or creatures that strike as magic weapons, and spells, spell-like abilities, or supernatural abilities. It is immune to all nonmagical attack forms. Even when hit by spells or magic weapons, it has a 50% chance to ignore any damage from a corporeal source (except for positive energy, negative energy, force effects such as magic missile, or attacks made with ghost touch weapons).
It doesn't say that they can't use spells on corporeal beings, just that they are immune to all nonmagical attack forms and can only be harmed by other incorporeal creatures, spells, ect.

It doesn't say they can't affect corporeal beings, and if it did work the same way for incorporeal beings affecting corporeal beings, they are a spell so they could cross over.

However, under Ghosts, it specifically says that although then can cast spells when manifested (and incorporeal), they *cannot* use touch spells. I guess you just can't get the discharge trigger to work!
