Swearing revenge on the organization that did the wrong to you, like the Sapphire Guard, would be one thing and suitable for a PC.

Swearing revenge on their entire civilization (especially a non-evil civilization) and leading an army to level their cities, attack civilian refugee ships, and in the process attempt to unleash a god-killing abomination that can destroy the world (or at least be complicit in a plan to enslave it and conquer the world), however is way, way over the line.

In other words, he's evil. That's what you expect from a villain.
