I guess the elf might have nothing to do with her backstory, but might be foreshadowing of things to come. Maybe it's a messenger from the elf insurgents in Azure City, trying to send V a message? Maybe it's an elf slave, jealous of V's freedom...or warning V of danger to elves in this land?

Well, the elf is ambassador from Elven lands and also appears in 742 and 744 (although V is absent in both). So not a slave, although subjugation is clearly something this empire is all about. The only other clue I can think of is that V's familiar didn't know anything. It's been around more frequently lately, so that slightly increases the probability it is backstory related. However, even now it's not around all the time, so that's not exactly a strong conclusion.

Maybe they had a quickie fling off-screen?
