I love how in #824 he's clearly firing to miss.

Actually, in 824 his bolt hits the hobgoblin cleric from the looks of it.

...Then again, it goes behind a hobgoblin who's further from us, and appears to have hit one who was closer. Either the shot curved to hit the cleric (maybe possible with magic bolts, not sure) or that wasn't his shot.

...Or it was a screw-up of comic physics for the sake of making a dramatic looking fight.

Ok, yeah, I concede that possibility. But it would be strange that the shot fired wide somehow curved around and hit the cleric. The interpretation that that bolt/arrow is his would be clearer if the line was in front of the upper row of characters.

If that is his, then the hobgoblin in the lower right in the last panel has also been shot by him right between the eyes. So the question is, are we meant to believe those are his shots, and if so, is he shooting at targets that are already dead or is he under orders to actually kill his kin? That doesn't sound very much like Redcloak's way.
