The FTC's Telemarketing Sales Rule covers other new procedures. Telemarketers will be required to:

-Connect their call to a sales representative within two seconds, to reduce the number of "dead air" and hang-up calls, beginning October 1.

-Transmit their telephone number and name, if possible, to caller ID service, beginning January 29, 2004.

-Get your express informed consent to be charged before billing charges to an account.

I tried to sign up earlier and couldn't get in. Then I heard a report on the radio that the agency running the registration site was estimating about 1000 registrations per second this morning. No wonder I couldn't get through.

It's not vitally important to get through right away, the deadline to get listed on the first no-call list is August 31st. So you've got plenty of time to get through!

Am I the only person in the world who doesn't like this idea? It seems an awful lot like "freedom of speech, unless you call during dinner." Personally, I find that troubling.
