Something is a little off about this. First of all, how is it that he happened to be in the same area as the criminal activity? Second, if he was there by chance, why was walking around wearing a cape and mask?
The skeptic in me says that he was involved, and it was somebody's attempt at making a homemade Jackass-style video. The roleplayer in me envies his telepathic powers.
I actually tried the 'masked and caped hero' gig once. When I was much younger, and much stupider.
I wandered around my neighborhood in a makeshift 'ninja' type outfit for several nights, looking for a chance to get into some action. After three nights I hit pay dirt, when I interrupted the harrasment of a local youth, some years younger than me, by a gang of toughs in Charmichael CA. As KitanaVorr suggested, this just doesn't work in the US. I was indeed shot at for my efforts... I ran one way, the victim of the harrasement ran another, and the toughs ran a third, including the guy with the handgun. Fortunately no one was hurt - but needless to say, the incident scared the crud out of me.
I have never tried this stunt again since.
Kudos to the brit in the cape who's making the trick work, however....
Maybe our super hero should go to Nagoya, Japan to sort out a man who has been stealing bags from ladies. The man dresses as a schoolgirl. Here's the story from the BBC.
I can just imagine the comic strip: Tunbridge Wells Man against Nagoya Schoolgirl Man.
