Perhaps you're missing the point a bit, too. In reading the article, it seems the guy has an implant to allow them to take data concerning his nerve impulses. That hardly makes him a "cyborg". And in some senses it isn't the first meeting of a human nervous system and machine - cochlear implants (and at least one ocular system I know of) have been feeding information into the human nervous system for some time now. This is one small step, not a mighty leap.
I believe he begs to be related to Cyberpunk 2020 and Shadowrun...and then there was this article, just begging to be related to d20!
