Outsider woes

The MM states that outsiders cannot be raised short of a wish or miracle. (I would say True Ress would also work but that is besides the point.) So the Half-Celistal in the party doesn't like this. I say it a disadvantage that helps to balance it. However this brings up the question of what happens when the monk hits level 20 and becomes and outsider. So what is everyones thought on this?

The official clack on this is a special category of Native Outsider and Native Outsider status is based on where your born (Tiefling clause). Native Outsiders may be raised as normal. The monk would be a Native Outsider at 20th level.

What about a human born on an outer plane? Let's say the plane of Concordant Opposition. Can this person be raised normally on the prime, the plane of Concordant Opposition, both, or neither? Can the character be banished?

Nish I didn't write the rule I'm just the mouth by which its spoken.
That said, I've always ruled based on where you were born for banishing purposes. Born in Limbo chaotic taint, Mechanus law taint. Born beneth the spire Thats your home.

Basic (phb) races are probably all raisable regardless of Plane of birth.

He can be raised normally; he's still a humanoid, not an Outsider.

The Manual of the Planes has a 6th level cleric spell named Raise Outsider..

But basically, dying as an outsider = guaranteed XP loss.

Note that the Clone spell and the Mind Seed psionic power (I think it's named Mind Seed) allows outsiders to get around the restriction on resurrection...

Assuming you're referring to the 20th level monk, such a character is not of type "humanoid". That's the entire point of the 20th level monk ability. They have type "outsider", which means, for instance, that charm person, dominate person won't affect them. A side effect which seems to have been overlooked when they were writing the PHB is that, technically speaking, they can't be raised or resurrected either. This oversight has since been fixed by means of the handwave that Limper mentioned.

They can be brought back with 'Revive Outsider' from Manual of the Planes. It is a 6th level spell, that is pretty much the same as Raise Dead or Ressurection but only works on Outsiders.

Geoff.

There's that too, yes.

I would say he could be raised, he's not an outsider, he's still a humaniod.

If you'll look at the banishment spell, you'll notice it makes not mention of outsiders. The spell forces extraplaner creatures from your home plane. So it this human from the planes was on the prime material, you can banish him back home. (I notice it doesn't specifically state he has to go home) If you are both off your home plane however you can't use the spell on him. And if you are on his plane, he can banish you.

(Dismissal BTW will sent him to his home plane most of the time, and it will work even when your not on your home plane, but it's not as powerful.)
