So, if some one is standing up you can try and knock them down and move past them (overrun). But if they're already on they're back you cant?

Good question. I think the RAW is a little weird in this case. Not only can you not automatically move past them, but the situation is undefined because you only continue your movement if "you succeed in knocking your opponent prone". Since you don't knock him prone, you can't succeed in knocking him prone.

Ignoring that oddity, I'd say you can succeed at knocking him prone (even though he's already prone) and move on. But, it's not automatic. I'd further apply a houserule that gives the prone individual a -4 on the block-check.

For Overrun, you enter the square, AoO, if he avoids you continue, if he blocks....?
The question is:Is it possible to block when prone?
 

I understand that you can't just move freely past a prone opponent. But couldn't you use the overrun action against a prone opponent and when and if you get to step 3 it's automatically successful, because you can't make your opponenet any more prone then they already are.

I don't think you can say that it's automatically successful, but I think it's probably a decent houserule. For example, it would be nice to have the fighter overrun the guard and then have everyone else automatically succeed at additional overruns to get by. The alternative is that they would have to make tumble checks and if they don't have tumble or fail at it, no one can get by even a prone opponent.

Isnt a prone person unable to make AoO's unless he has a feat that allows it? I am sure theres a rogue feat that allows Attacks of Opportunity even when prone. Again, I am a little hazy here, as my groups never seem to use horses :(

Might be eaier to allow the target a reflex save to move, realistically, whos going to try and fight a moving horse while lying down? your smart, you move

Interesting problem though, I do wonder sometimes if game designers are game players when you think of how many grey areas they throw up
