Owning your own kingdom

Currently I am running a d&d campaign with three level 13 characters and one of the characters is expressing interest in starting up his own kingdom. He is setting his eyes on a small 50 mile long island with about a 12,000 population (the nations army has been severely weakened by a recent war with now defeated hobgoblin priates). He has the resources and contacts to get about a 800 man army maybe more if he can convince the other pcs to help him gather warriors.

Would it be appropriate to allow him to attempt to coquer the isle, if so how should I go about running mass combat?

By the way the character of whom I speak is a dwarf barbarian 6/ gladiator 4/ wizard 3 (because he came from a barabaric dwarf tribe he has no xp penalty). The soldiers he could get would be from his tribe (who he is an important member of) and from friends who he made as a gladiator.

It would be appropriate if it were appropriate to his alignment and personality. Other than that, we can't say - we don't play in your campaign :)

As for the mass combat issue...

Well, there's no definitive solution right now. Some D20 companies have made noises about producing mass combat rules for 3E but have yet to present anything. Chainmail was a bust; originally billed as the 3E mass combat system, it turned out to be a miniatures skirmish game. You might try digging in the House Rules forum here; I seem to recall one of the moderators putting forth a homebrew system. Alternately, you could try to design your own system, or ad lib mass combat, but your safest option would be to keep mass combat in the background (though I admit that would be tough given your dwarf's intentions).

If mass combat involving the PCs were looming in my campaign, I would probably scour the net for a homebrew system that I could use - which is, I guess, what you're doing. Good luck.

Does any one have any experiences of pc's owning their own small realm?

Also if he did manage to conquer the area how much money could one expect to tax each person in the kingdom per month?

Assuming the average npc earns 1sp a day i guess you could tax them about 1cp a day.
