Paladin powers that Mark..

I've noticed in the Divine Power book there are several paladin powers that mark a target, but it does not say the target is subject to either Divine Challenge or Divine Sanction. Is this an oversight? Or are these basic marks, that cause the target to only take a -2 penalty to attack a target other than the marker?

Unless the power says otherwise, the mark simply provides the -2 penalty to the creature if it doesn't attack you.

Yeah, it's not an oversight, just... Divine Sanction was implemented in Divine Power as a solution to this, to give Paladins a little more base punishment power against multiple foes.
