Pathfinder 1E [Pathfinder] Question about requisitioning

Now that the time is finally nigh for Zeitgeist to get started, my group went through character creation last night. Huge thanks to [MENTION=63]RangerWickett[/MENTION] et al for creating a setting that has my usual group far, far more excited than I've seen them in a long time. They're nagging me daily to find out if the first adventure has been released. :)

We did have a question about how the requisition system works. If I understand correctly, the players still buy the equipment from the RHC at standard prices out of their salary, while the prestige/favor system determines what items are available and how long it will take to get them. Is that correct? For instance, one of my players wants to start with a Pistol which according to the Ultimate Combat supplement start at around 500gp, which is outside his means as a starting character. He wants to know if he can requisition one from the RHC for "duty use" or if he needs to save up for it.

I could see it working either way, and I wasn't sure after re-re-reading the relevant section of the Player's Guide. A related question: should I be expecting the players to receive their first "paycheck" at the beginning of Adventure 1, or when they reach level 2?

Guns are a bit tricky... one of the benefits of playing a Gunslinger is that you get a gun at 1st level, which is one way of bypassing monetary requirements to get one. I'd likely waive the restriction if a PC chose the gunsmith theme feat, though technically they'd have to wait until later on to get a pistol (IE: Have the money). You could likely get away with saying their current pistol is broken and away for repair at the beginning of the adventure, and they were given a cheap crossbow substitute, or a gun with the broken condition.

The 1st adventure does detail information on the RHC providing equipment, and how much money they should be allotted. Also it lists values if the PCs are not part of the RHC.

Keeping all this in mind...

There is a pistol the PCs can acquire in the 1st adventure at about the midway point.
 

Whereas me, I think the PF prices for basic guns are too high, and I'd price them around where longbows are.

In the 4e version of the rules they're basically rejiggered crossbows that trade higher crit damage for a longer reload time. They don't get the same armor penetration benefit as in the PF firearm rules, but their range is much farther. If you want to use the Ultimate Combat rules as is, but want to throw the PC a bone, you might consider offering a basic pistol that functions (and costs) as a hand crossbow.

I am pretty sure the price for guns is heavily influenced by their availability in Golarion which might not be similar to other campaign worlds. In Golarion the sale of guns is quite restricted/regulated which sends the price up.

This seems pretty reasonable. Likely the price of guns should be dependent on the campaign world and it would make sense that the price might be lower in worlds where there was not a heavy regulation on the number of guns sold.
 

As the rules are written, I'd say that the character still needs to the money to buy the gun. The requisitioning just determines the availability of items. It does allow the party to get more powerful items that Flint would not be able to supply at higher levels, but it takes time.

This being said, any chance [MENTION=53273]Rugult[/MENTION] could cook up a revised price list for firearms in Risur?
 



Pretty sure I remember a mention from somewhere on the Paizo boards that UC will have several "tiers" of firearm availability, which will have an impact on both the cost and the stats (misfire chance, magazine size, reload times, etc.) of guns across the board.

That sounds perfect. I seriously cannot wait until Ultimate Combat is out. I didn't read the playtest PDF at all, so it'll all be new to me.
