I think I wrote that Sandorel intended to use his shield to turn any spell the Seer cast at him. Shouldn't that have worked against the Seer's Insanity (?) spell?

As I understand it, the shield would only work on a spell you were aware of; the element of choice suggests that, and the shield doesn't grant any unusual ability to detect spells. Your Will save was a natural one, which actually makes the total 4 (I'd forgotten Kelnar's roll to ID the Dispelling Screen was also a 1).

About 40 feet, but the force wall separates those two (and Rynin) from the rest of the room.

Darn it’s to wide well maybe I'm not thinking straight. I was going to cast dispel magic, greater: area from outside of the "anti-magic field" to the other side where Antillus and Sandorel are. Can that be done? I'm not asking if it will work, but only if it would as she see the situation.

You can't cast across an antimagic field. You'd have to find a place with unobstructed line of effect.

So she can find a spot within the chamber not "effected"? She would expect her previous spells to comeback into effect, which will not happen causes they’ve been dispelled not suppressed, so she could technically walk through the whole building and still think she’s in this anti-magic field, correct?

If that's the marker she's using to tell whether or not magic works, then yes, until someone uses magic clearly right in front of her, or shakes her until she understands, she's going to think that she's still in an anti-magic zone.
