The lesser part means that it gives away its LA and instead gets another penalty. -1 to most rolls I think it is (I prefer the "monster class" approach where you only get some of your abilities until you get all the levels of your race (basically acquiring monster HD and LA)

Yes. But that's because of the aging rules - for each age category you pass, you get +1 on your mental ability scores - in age category4, that's a total of +3 (and a total of -6 to all physical ones)

Except Dragonwrought Kobolds do not take the physical stat penalty.
 

The "lesser" aasimar is a variant of the regular aasimar that is simply toned down to reduce the LA to 0. It's meant to replace the regular aasimar.

For what its worth, I hate Star Elves.

There are only a few of them adventuring in Faerun, they know nothing about the Realms and (since their home demiplane or whatever it is has no detail at all in UE) you won't know anything about where they come from.

I'd be amazed if any DM allowed "lesser" planetouched in a standard power level D&D game. They are too powerful for a +0 LA.

To be fair, Aasimar are on the low side of average for a +1 LA race, and Tieflings are positively terrible.
