What are some good PDFs or Books with new rules in them? Not new feats, classes, or prestige classes but whole new concepts not in the core rules...

Like, the Ritual magic, or tatoo magic from Relics and Rituals... Or the Luck system from Book of Rougish Luck...

I guess I'm most interested though in the smaller press stuff that might get overlooked in the throng...

Iron Heroes has new Combat rules for spectacular stunts and others uses of skills in combat.
It also has a new feat mastery system which basically allows you to take the same feat multiple times at different levels.

Elements of Magic is a series of books put out by E.N. Publishing with a flexible spell-creation system. Look under my screen name to the left, and click on 'My Bookshelf' for links to the different ones. EOM characters know various spell elements, which they combine to create spell effects on the fly.

Four-Color to Fantasy is another book we put out. It has superhero rules for D&D and D20 Modern. One of the iconic characters is Zidi Wheatling, the halfling Titan.

However, the second Elements of Magic book, Lyceian Arcana, has the anima class, which works like a magical superhero, spending points for permanent magical abilities.
