Do you mean Table 4-2 on p. 291 of the Monster Manual? That only applies when a monster gains racial HD. You "can't cast spells or activate magic items while in shapeshifted form, even if you have the Natural Spell feat or other ability that would allow you to cast spells while wild shaped." Druid spells desinged to buff animal companion or natures ally, can these be used to target self during afull round action which inclussed the full casting and swift action of turning into the animal to recieve the buff. e.g. somthing like magic fang.
There are at least three ways you could make magic fang, specifically, work. Since the spell has a range of touch, you could cast it, shift and then apply it to yourself (PH 141). If you have a natural weapon even before shapeshifting, such as a lizardfolk druid's claws, you could enhance them and keep the effect while shapeshifted. Finally, you could enhance your unarmed strike.
There's a shifter race in the Eberron Campaign Setting and in Monster Manual III. I know of several prestige classes that grant shapeshifting without requiring spellcasting ability, but no base classes that do.Third Q off topic
