D&D 5E Planar Travel and Dream of the Blue Veil

What does it matter? This spell is a Plot Device. If the DM decides the next part of the adventure is on another world this just provides another way for the party to get there under their own steam, which is more satisfying than having to have an NPC to send them.

It matters because I am interested in the intent of the spell, and how other folks feel it works.

If after discussion I find its redundant based on other spells, I may or may not include it.

But I will probably keep it since I like the flavor.

"Flavour" is the intent.

But D&D is full of redundant spells - how many different spells are there for setting people on fire? But you would expect that to be the case when spells are being developed in isolation all over the world (multiple worlds). Multiple solutions to the same problem are going to happen.

But including or not including seems pointless for such a highly specialised spell. No caster is going to prepare it unless they have reason to use it.

Dream of the Blue Veil gives you visions of another world, which you may not previously know anything about. This makes it a massive plot device since the DM controls what visions you see, but does allow you to fish for strange and interesting locations.

Plane Shift doesn't require you to specify a target destination, so I suppose you can cast it blindly and see where you land. But Dream of the Blue Veil gives you actual information and let's you decide whether or not to go (albeit, the information is totally fiat).
 

So, you have a single magic item from another world. Without Dreams, how do you get to the other world?

Legend lore won't get you enough to scry. It will get you some information about that world, maybe. You aren't familiar with anything currently in that word, so nothing you can target.

You don't have teleportation glyphs for it. You can't describe where it is to teleport or plane shift.
 

It's up to the DM really. If the DM wants you to be able to go there they might rule than Legend Lore can give you enough for a description, which could give you a 25% chance of Teleporting successfully. "Off Target" would be likely to be fatal though. Even 1% off would probably leave you floating in space or in the middle of a planet.
